**`(fix):`** 修复 wire 测试中的 WireMock 日期时间不匹配。mock-utils 包通过
`Date.toISOString()` 生成带毫秒的日期时间查询参数值（例如 `2022-01-02T00:00:00.000Z`），但 PHP 的 `DateTimeInterface::RFC3339` 格式省略小数
秒（例如 `2022-01-02T00:00:00Z`）。由于 WireMock 的 `equalTo` 是精确匹配，
存根从未触发。现在从 WireMock 日期时间查询参数值中去除零毫秒以匹配 PHP SDK 的序列化格式。
