(chore): Send PostHog usage events from the beta (fern-beta) and pre-prod (fern-pre-prod) CLI builds, not only from
prod. Each event’s cliReleaseEnvironment property (beta or pre-prod) separates them from prod usage, and
automation events (generation_failed, verification_failed) now carry it too. Dev and local builds still send no
usage events.
